How do I revive a scratched cd-rom that won’t play on the pc?

rub some peanut butter on the back of it, then wipe it clean! it worked for me once!
the best way is to purchase a purpose cd cleaner/scratch remover device. in the uk, http://www.maplin.co.uk sell them.
it uses special fine abrasives and polishes and spins the disc the correct way to clean. it wil repain and cd sized disc no matter the format
Most scratched cds just the computer cant read it but there softwares and tools that could read them. It may not be recovered. Some data from cd may be recovered, it depends how badly cd is scratched.
There one of the best tools Symantec. It mat cost you but its awesome used it for many years great!!
you could buy it on eBay for like 10$-20$ or could find it free on the web. good luck.
